Paying a player millions outside the salary cap, the NBA's rule that sets an upper limit on what each franchise can spend on player contracts, has earned Los Angeles Clippers owner Steve Ballmer a ban from the league.
A league investigation found that the Clippers funnelled that money to star Kawhi Leonard to circumvent that limit. The cap is the same ceiling every NBA franchise operates under.
When a team signs a player, that contract counts against its cap total. Once a team reaches the limit, adding more players becomes restricted.
No franchise can outspend the rest of the league on talent because every dollar paid must count against the same ceiling every other team faces.
