Elgin Community College asked Flock Safety to take down its license plate recognition cameras in October 2025. Six Flock cameras had been installed at the college in April 2025 to enhance student safety and security.
By September, administrators grew concerned. They claimed Flock was sharing data with Customs and Border Patrol. Officials also noted that camera feeds were not properly secured.
Both law enforcement and Flock employees were accused of abusing access to that data. Elgin President Peggy Heinrich stated that Flock rejected the removal request. The firm argued it had not violated its contract.
