Discrimination, in trade terms, means applying rules or conditions to a foreign company that do not equally apply to domestic competitors. Sources say the strain follows South Korea's dismissal of U.S.

congressional allegations that Seoul treated Coupang, the U.S.-based company, unfairly. Congress raised the allegations.

The public positions of both sides remain far apart, and sources say that gap is now straining ties between the two countries. A tariff is a tax one government places on goods imported from another country.
