Canada's prime minister says the country is at war with the United States over trade

A tariff is a tax one government places on goods imported from another country, used to raise costs for foreign producers and protect domestic industries from cheaper competition.

Canada's Prime Minister Mark Carney told his country that Donald Trump's decision to escalate those taxes against Canada has produced something beyond a routine trade dispute.
