A kill switch, meaning a built-in mechanism to immediately shut down an AI system that starts operating outside human control, was at the center of a Senate confrontation Wednesday night.
John Kennedy of Louisiana tried to move his bill requiring AI companies to include one. Rand Paul of Kentucky blocked it. Kennedy's proposal was a narrow ask.
It would not place government in charge of AI development or dictate what products companies can build. It would require that any AI sold in the United States carry a way to deactivate it quickly if it goes rogue.
Kennedy described the goal plainly: if a product has the potential to "turn into an independent species, like the Terminator," companies need a way to shut it down. Paul's objection was procedural and philosophical.
