Investigations into Jason Arday came with something attached from their earliest stage: a cloud of excessive references to his race. Excessive, in this context, means disproportionate and present before many of the underlying facts were established.
That observation carries a discomfort. Saying race was invoked disproportionately in an investigation is a hard claim to make. It sits between two concerns: whether the scrutiny of Arday was warranted and whether the way that scrutiny was framed was fair. Those are not the same question.
The reporting surfaces that gap. The cloud was there from the start.
